OpenH264 needs to be wrapped for delivery as a plugin.  This shared lib is what we will put up for public download.

The wrapper must also be built deterministically before Cisco can put it up for download

To be clear - my understanding is that this bug covers adding a GMP interface around OpenH264, so GMP can talk to it when it's loaded.
