Because we have reached the global timeout for bc tests we need to move browser-chrome tests under browser/devtools to a new test suite, browser-dt.

We will make the harness filter out all browser-chrome tests under browser/devtools for a normal browser-chrome run as part of bug bug 984930.

We need to get the mozharness+buildbot configuration changes necessary to enable the new suite.

It looks like all the mozharness+buildbot changes happened on bug 984930, and bug 995529 has the trychooser part. Is there any other reason to keep this open ?
