Covers all the good things we need to do to get translations started. Note because of the large number of languages we may want to have all the strings in a file rather than a template so L10N can start on time. Note according to the schedule we have l10n starting March 28th.
Did the basic Django setup in https://github.com/mozilla/mrburns/commit/937349427c3603388fc8090d5d24dcfbc17bc421 There is more to do in regards to setting it up with verbatim and all that.
