This would provide users a choice to protect their credit card info with a passcode. 

Setting a passcode
Users would be able to set a new passcode under autofill settings or when they add/save new credit card info [BUGS #1 & #2]. 

Security recommendation
They would also be warned about potential risk involved in not choosing to use 
a passcode if they choose to do so.

Passcode protection 
Users would be prompted to enter the passcode
1) when they try to retrieve cc info on a website
2) when they attempt to view previously saved cc info
3) when they attempt to turn off passcode
[BUGS #1 & #2] for adding/saving a new credit card referenced above are Bug 985624 and Bug 985636
