It would be interesting to know some things about toolbar overflow: * How many items users have in the overflow panel when we gather telemetry? * Zero would mean the overflow button isn't visible. * Whether a button click was from within an overflow panel? * Do we already know the location of buttons when clicked? I think we are already tracking clicks but could be wrong.
