When you exit Netscape while QuickLaunch is enabled, QuickLaunch is temporarily
disabled until the next Windows restart, although it still shows as being enabled.
Using Netscape 6.1:
Enable QuickLaunch in prefs
restart windows
(Netscape loads & shows systray icon.)
Run Netscape (may not be a necessary step)
Right-click systray icon, select Exit.
(Netscape app exits and systray icon disappears)
Launch Netscape again.
(Netscape launches, pref checked to show QuickLaunch still enabled)
Expected result: systray icon returns
Actual result: no systray icon
Exit Netscape.
Launch Netscape
Expected result: Quick Launch, since Netscape was just loaded with turbo mode
enabled.
Actual result: Slow Launch.
repeat as needed until Windows restart, when Real Quick Launch returns.

Yeah, that didn't work in 6.1. That's what making turbo dynamic fixed, so this
should work in a new nightly build provided you've specifically checked the
checkbox in Advanced.
