I just reproduced again this, it's harder, and again I don't have the steps. the only thing I know is that I bookmarked a page, the I hovered the menu icon and was waiting for the pulse animation... It moved to the overflow.
You've not said where you're reproducing this. Trunk? Aurora? Beta? It makes a difference because Aurora and Nightly have a fix for overflow events (bug 981637), which means that this is expected. I'm working on an alternative workaround in bug 983997.
