If an unapproved Forum Response is added to the common forum responses document - https://support.mozilla.org/kb/common-forum-responses - the unapproved content becomes available in the support forum. In such cases, the content of the response should be empty, since it hasn't been approved.

I added a warning to https://support.mozilla.org/en-US/kb/create-or-improve-common-forum-responses so that canned response contributors and reviewers are aware of this bug.
