987242 - Retire builder.addons.mozilla.org on April 1st

Builder.addons.mozilla.org is being end of lifed as of April 1st.  This includes, but may not be limited to:

- All development/stage/production servers and deployment processes
- All databases and filesystems (please take a final archive of both)
- AMO database and/or API access
- development and staging domains can be removed
- production domain should 301 to [[somewhere]]

I'll fill in [[somewhere]] shortly, but wanted to get this bug filed to give y'all a heads up.

I've added some content to this page, just explaining to people how they ended up here and giving some pointers to working with the SDK if they already know the Builder.

I intentionally didn't talk about any possible future substitutes like native Jetpacks, jpm, &c, because that's not useful for people now. When that lands we can update this page, if that still seems important to do.
