Details

Currently if a bug as filed as non-security a regular user cannot mark it as security-critical. This is bad if you accidentally file a bug non-security or if you suddenly realize it is a security issue. Ordinary users should be able to mark a bug security if they have editbugs, though obviously not to go in the other direction.
