Reproduced on current 1.4 tree on flame and open c

STR: quickly open 3 apps.
For example, SMS, home button, contacts, home button, dialer

You can see that the contacts app takes much longer to launch (5 sec in my case) and the 3rd app (dialer) takes around 7sec.

Probably is. Can we get a logcat here & does that logcat contain any genlock errors?

I you launch them quickly we don't have time to start the preallocated process and do the preloading, so I'm not surprised to see some slow down overall.

I was NOT able to reproduce the slowdown issue on Buri 1.4 Aurora and on Open C 1.3 (we don't have Open C 1.4 builds).
App transitions between Dialer > Home > Messages > Home > Contacts > Home > email > Home > Camera > Home > Calendar > Home > Gallery > Home... etc were smooth and showed no prolonged delays.
