98817 - Total mssg count in folderpane does not get updated

branch build : 2001-09-07-05 win98

The total message count in the folderpane does not get updated when there are no 
messages in the that folder. This has been seen on local folders

steps:
compose a new message
send later
You will see this message in the unsent message folder
Also the total count in the folder pane shows as 1
From file menu send unsent message 

Actual result: No message in the unsent message folder. But the total count 
remains as 1. Exit and restart app does not help!

Expected result: Message count should be blank since there are no messages in 
the folder.

Looks like this is a little bit different as bug 95510.

I feel this is a dup. I am going to dup the bug. Because this bug is just not
restricted to just unsent message local folder or local folders but folders in
general.
