Steps to reproduce:

* On any page, open the inspector and inspect a node
* Click on a link to another page



Actual results:

* When page is ready, the inspector automatically selected the <body> element, scrolling to the bottom of the page


Expected results:

* At least, no scrolling because it makes ux very disturbing (even if the user is a web developper). When working with devtools on many pages, I must switch off and on the panel constantly.
