STR 1:
Log out of Firefox account
Turn off wifi / Data (or on FTE, do not enable data or set up wifi)
Log into firefox account again, enter username, press next

Expected:
No data connection error message pops up

Actual:
Empty dialog with OK button shows up

STR 2:
Enable wifi/data
Log into firefox account again, enter new username, press next
Set the age to 2002 or younger

Expected:
Age restriction message pops up

Actual:
Empty dialog with OK button shows up

Yeah, this is a known bug. The root cause is that the l10n stuff was disabled in the system app, to reduce the size of 1.4. I am currently working on bug 987418, which requires re-enabling all this l10n stuff.

Stealing from Sam, we'll close this when 987418 lands.
