User Agent: Mozilla/5.0 (Windows NT 6.1; WOW64; rv:28.0) Gecko/20100101 Firefox/28.0 (Beta/Release) Build ID: 20140314220517 Steps to reproduce: The australis toolbar customization does not allow you to customize the toolbars included with ALL IN ONE SIDEBAR. The australis toolbar customization is a failure as it blocks customization of toolbars in alternative locations such as along the side of the browser or in the sidebar.

The API allows this, but All In One Sidebar needs to make use of that API. So this boils down to an add-on issue that you need to report to the add-on's author.

The API allows this. where's the documentation? Can it handle toolbars that can be in more than one place?
The API is documented here: https://developer.mozilla.org/en-US/docs/Mozilla/JavaScript_code_modules/CustomizableUI.jsm The add-on author needs to register their toolbar with CustomizableUI, and then make sure they have the customizable="true" attribute set.
