99025 - [RFE] Context menus should replace, not add, for specifc items

If you right click on a link, instead of the menu showing just the items
that are relavent to a link, it shows the items that are relevant to a link
*plus* those relavent to the page.  There should be a preference to say
that only those items relavent to a link should be presented if I right click
a link; if I want to do something to the whole page, I'll right click somewhere
where there isn't a link.

This should also apply to images: a normal images should just say "save
image as", "view image", "view image info", and "block images from this
server".  An image which was also a link would add the link-specific menu
items, but still not show the items for the page.
