As we do with GitHub pull requests, Review Board review URLs should be attached to bugs so we can track and +/- them.
rbbz should do this based on bug ID when the review is published.
rbbz should also probably disallow reviews when there is no associated bug ID.

This is done. Note that discarding then re-opening the review request and publishing it again will result in the URL being attached a second time. I think this is fine for now, but later we should obsolete the associated bug attachment if the review request is discarded.
