invalid submission ID error
Two developers this afternoon have reported that they're unable to complete submission, and I was able to duplicate.
STR:
1. Submit app
2. Complete IARC questionnaire
3. Switch back to the Marketplace submission page
Observe: Callback never completes, so there is a spinner
4. Enter in submission id and security code from the rating certificate
Observe: Error message "Invalid submission ID or security code."

Something's up with GET_APP_INFO on prod, but I reverted this in the meantime.

Resolved, but again had to fill the questinere to get the certificate, old details were not working!!!
