993773 - First accel-shift-x keystroke doesn't work in RTL mode

STR:

1. Accel-L to focus the location bar
2. Accel-shift-X to change text direction

ER:
URL bar text direction changes

AR:
When the window/app is in LTR mode, as expected results.
When the window/app is in RTL mode, the first accel-shift-X keypress seems to have no effect. Subsequent keypresses do start to change the text direction accordingly.

Actually, the last few comments in bug 630564 seem to indicate that by default the location bar is in LTR mode, but right aligned, when the browser is in RTL mode, and this causes the issue... Ehsan, is this correct and/or should we do something about this (and if so, what) or does that actually mean this is wontfix? :-)

Let's wait to see what we end up doing in bug 993806 first.  Depending on that, this may go away on its own.
