For the record, if I remove "-moz-appearance:none" from the test, then the drop-down button is displayed in the left control. The width is still smaller than the right control though.
(I also filed bug 994743 about the gap below the dropdown button.)

They look the same now in Firefox Nightly. Is there something here that should be specified in HTML?

Yeah, I think this was fixed at some point.
I don't think there's anything new for the specs here.
