If I first open up Mozilla with root priveleges, and then open up an instance of
the browser under another accounts priveleges, the browser I open up with
another users priveleges has root's configuration AND permissions. I can
overwrite files with root only priveleges from the browser opened up under the
normal users account. I can reproduce this with accounts other than root's.
Whichever account opens up the browser first, all succeeding browser
instantiations under different accounts have the original accounts permissions.

Reproducible: Always
Steps to Reproduce:
1. 'su' to root.
2. start up mozilla
3. start up mozilla with another user account
4. with the browser started up under another user account, proceed to save a
web page over any priveleged file.
Actual Results: The file I chose to overwrite was successfully overwritten with
root priveleges.
Expected Results: I shouldn't have been root.
