Which products (and optionally components) would you like this new tracking flag to display for? Also do you want any specify permission groups to be able to set each of the different states?

For products we want the Firefox, Core, Toolkit, Add-on SDK, FHR, Mozilla Services, NSS, NSPR, Plugins,  and Testing.

Ideally we could have a permissions group with myself, cpeterson, mrbkap and billm.

I have created the new flag for the products listed. I also created a new group 'e10s-drivers' which is allowed to set the +,-', and later values. I added all to the group except for billm which I was not able to see an account for in Bugzilla. I made you an admin for the groups members so you can add him to the group.

the tracking flag isn't showing up for me when I'm filing a bug for toolkit https://bugzilla.mozilla.org/enter_bug.cgi?product=Toolkit. Is that expected? or should I file another bug?

Missed Toolkit in the original fix, sorry. Added now.
