The plan is to add zeromq C++ library to gecko and set up gecko config switches to have it join the zeromq bus on the host PC.

After doing more investigation, it looks like the ateam work with zeromq is for a different purpose than what I initially thought. I'm now focusing on extending the existing remote debugger protocol that we already use to integrate devtools with external fxos devices.
this bug is no longer needed.
