Martkeplace fails to get manifests.
Actual results:
It sends to the re-review list an app whose manifest is available.

Feels like this could be a transient error from the site, it goes down and the manifest is no longer available.

They were available, at least for me.

I'm calling this a dupe of bug 995338 - this is about logs, it's about emails, but they are the same cause.
