This is also being seen in OTA updates, see duplicate bug 996476 for details/discussion.
No-Jun, can you help me try to repro this consistently? I got it to work once, when wifi was disabled, but I'm having trouble reproing it after restarting.

I think I know why I was able to repro with wifi disabled--the phone can sometimes be in a state where the network going offline is not handled properly by the fxa code. I don't think that was directly related to this bug. I'll try reproing with the OTA update in the morning.
