Environment: 
Device: Lenovo Yoga Tab 10 (Android 4.2.2);
Build: Nightly 31.0a1 (2014-04-16).

Steps to reproduce:
1. Load fancourier.ro;
2. Scroll up and down the page.

Expected result:
The 'cookies notification' banner is correctly displayed at the top of the screen.

Actual result:
There are visual artifacts on the banner.

Notes:
The bug is also reproducible on Asus Transformer Tab  (Android 4.2.2);
Not reproducible on Google Nexus 7 (Android 4.4.2) and Motorola Razr (Android 4.0.4);

Probably a driver bug on that device since it's device particular. This is a bug which will never be fixed.

I did some further investigation and I found that the bug is also reproducible on the following devices:
- Samsung Galaxy Nexus (Android 4.2.1);
- Asus Transformer Tab TF300T (Android 4.2.2);
- Asus Transformer Tab TF101 (Android 4.0.4);
- Motorola Atrix (Android 2.3.4);
- Acer Iconia Tab (Android 3.2.1);
- Samsung Galaxy Tab 8.9 P7300 (Android 3.2).
