Follow-up to bug 995793

Fireplace doesn't use apps from basic collections and operator shelves in the homepage, it only displays them if the user chooses to click on the relevant collection/shelf.

Therefore, this bug is about making fireplace /search/featured/ endpoint omit apps for those 2 collection types, and make the consumer pages cope with the change (it currently checks the length of the apps array before deciding to display the collection tile/link)
