997959 - Stop running tests on 10.8 on B2g28-v1.3 and B2g26-v1.2

We could probably eventually decide to also cut down on the number of Windows and Linux tests we run, like we did repeatedly for b2g18, but the thing that's a current serious problem that we need to address right now is the way that adding more test suites and more branches and getting ever slower at running tests has left us with typically a 20 hour backlog of 10.8 tests, rather than our previous barely-survivable peak of 10-12 hours and catching up completely overnight.
