1)This is a system-level UI design, namely: in select style,ok button is lied at the bottom of the page, the event is triggered when different option value is selected, rather than the ok button is clicked . while the button is clicked,it is used to hidden the page. (This is also discussed for a long time after the internal mozilla determined, is to end with the browser's performance consistent)
2)ok button interface is created in the system files, not only language interface, but sound and other interfaces are also call this interface

I agree with jinmei.  It's a design flaw.

Hitting home should cancel out of the selection; hitting ok should confirm the language.
It's not a blocker for 1.3t because it happens in 1.3 as well.
