Rather than have a menu item "Download updates automatically", have:

  Updates
  Download only on wifi

etc.

cc'ing Robin to see what she thinks about this update to the updates preference.

I would be tempted to WONTFIX this, since right now this pref is only visible on Nightly/Aurora, but as we may want to use our own updater for release builds in the future, it could be good to fix this.
