Backed out bug 988653 and bug 613659 on m-c.  It should be fixed in the next Nightly.

FTR, here's one test that fails.  I'm assuming the download progress meter
is using something similar - the trigger is multiple backgrounds +
border-radius.

Do you think it is likely we will see this again if not I'm not inclined to track now that this is fixed.

Verified as fixed with Firefox 31 beta 1 (Build ID: 20140610163407) on Windows 7 x64 [1], Mac OS X 10.9.2 [2] and Ubuntu 12.04 x32 [3] - estimated download time is displayed in toolbar button.
