FTR, here's one test that fails. I'm assuming the download progress meter is using something similar - the trigger is multiple backgrounds + border-radius.

Reproduced with Nightly 2014-04-20. Verified as fixed with Firefox 31 beta 1 (Build ID: 20140610163407) on Windows 7 x64 , Mac OS X 10.9.2  and Ubuntu 12.04 x32  - estimated download time is displayed in toolbar button.
