If we are not branching fxos-certsuite (or at least not yet), we need to expose the b2g device version number (command line argument) to the semiauto webapi harness. The semi-auto webapi tests must be able to query the b2g device version and then act accordingly.

Webapi differences between the different b2g branches might be minimal (not known yet), however thus far we do know that at least the WebTelephony API is different in 1.4 than in 1.3.
We will be releasing different versions of the cert suite for different versions of B2G, so won't need this feature.
