999172 - Create account and sync results in reauthentication flow

1. on android 4.x (i'm on samsung s4), create an acct
2. verify acct by click on link in email on desktop firefox
3. look at android phone

actual: you will see notification bar that acct is not verified and it will lead you to tap to sign in, which takes you to 'go verify acct in your email view'.  There should be a longer delay as I verified acct within 10 seconds.

expected: you should not see unverified state messages.

If I click accounts > configure I see 'tap to resend email verification' and never able to get out of this loop.

After trying again 15 min later, looks like my verified email state was respected.

On mozilla-31 (trunk), on verification, I do not see a notification, after a short period I am automatically forwarded to the configuration activity screen.

On mozilla-29 (beta), on verification, I see the [1] notification, after a short period I remain on the [2] activity screen. On tap of the notification, I am forwarded to the configuration activity screen where I do see the [3] warning. On-tap, it sends another unnecessary email.

[3] "Your account needs to be verified"

This behaviour is improved on trunk.

Nothing is going to 29 now. No opinion on 30.

I'd vote to uplift into fx30 as anyone who creates a fxa on Android will run into this.  That number may be small, but it feels like a broken experience.

This is a dupe of Bug 972053, which is tracking 30+.  We can delay showing the notification.
