I've been learning more about SwipeRefreshLayout while investigating bug 1010986, and in order to implement this bug, I think we would need to have the SwipeRefreshLayout manage the empty/list views. SwipeRefreshLayout can only have one child, so we would need to handle swaping the empty view and the panel layout. If there's a way to disable the refresh animation for panels that don't have a refresh handler, I think it might be good to just make PanelLayout into a GeckoSwipeRefreshLayout, so that we don't have to maintain two different layout code paths.
