if you click on the dropdown for recently typed URLs, said dropdown can be scrolled only by clicks on the up/down arrows, not by grabbing the slider this behavior is still present in 0.9.4
I think you will find that if you grab and drag the slider long enough, it will move at last. How far you have to drag it depends where on your screen the main window is positioned. Resolving as dup of bug 78344. *** This bug has been marked as a duplicate of 78344 ***
