999566 - [tarako] add ability for curators to filter for Tarako-ready apps and create the "featured" collection

Curators (like reviewers) need to be able to filter for apps that have been verified as "Tarako ready" and be able to assign ones to a collection to be "featured" (placed in a pool for display on the homepage).

I vote for wontfixing this. It's a substantial amount of work to do well, and will be obviated as soon as the feed launches. It'd be a lot easier to just tell Scott to make sure an app is available on a Tarako before adding it to the collection.

We can add a marketplace potato search for ":tarako" that searches via the tag.
