Bug 985255 covers Download, verify, install, update.  Breaking Signing out into separate bug as likely covered by different person.
put in Fx32 based on need in Fx33.  Partner implementing - so coordination and review.

Per discussions around building and installation, I believe we've largely decided not to do this.  If we change our minds, we can reopen.
