After downloading 20010919 build of Mozilla, the aqua theme is not recognized,
bringing up an empty Mozilla screen with no widgets at all.

Reproducible: Always
Steps to Reproduce:
1. Use an earlier build to download the Aqua Chrome
2. Download 20010919 build and install


Actual Results:  Blank screen

Expected Results:  Non-blank screen.
If you create a new profile and the modern and classic theme display OK, this
bug is invalid. You are likely using an incompatible/outdated version of the
Aqua Chrome. The bug should be reported to the theme author instead.
This chrome was updated on 2001-09-07, and was working fine on 2001091408. 
I tried to install the aqua skin from 2001-09-07, and it didn't install.
The reason may be the recent fix for bug 99102.
There have been hundreds of changes to theme related files since the 14th though
- could be anything.
