when moving the mouse cursor over the navigation frame the layout get screwed
up. The frame seems to shrink

Eventually the page is rendered correct until you move the mouse curosr over a link.

Reproducible: Always
Steps to Reproduce:
1.Just browse to the page
2.look at the rendering
3.move the mouse over the navigation frame at the top of the page

Actual Results:  the layout got screwed up

Expected Results:  nothing, just leave the page as it was

this could be a dupe of bug 124090, but the testcase here seems quite a bit
simpler than what seems necessary over there...  see also bug 127514, which is
also probably a dupe of bug 124090.

all three need frames to exhibit buggy behavior.

I ga-ron-tee this is fixed with bug 119849.  I have seen this exact case in one
of its many duplicates but can't find it currently.

Verified dupe. Problem is gone in a 2002-04-16-15 branch build.
