Editing Folders on Personal toolbar, changes don't show up when editing that
folder. They show up in your main book marks drop down and separators only show
up in the "manage book marks" window when you click on manage book marks under
"Book Marks", Steps to Reproduce will give you a better idea, results are also
in step to reproduce

Reproducible: Always
Steps to Reproduce:
1. Create 2 or more folders on your personal tool bar
2. Populate those newly created folders with links 3 or more per folder
3. Right Click or Ctrl Click on one of the folders you just made, this will
bring up an options menu for that folder.
4. Scroll down to "Open in New Window"on the options menu and click on it
5. A new window for that folder should open up and you should see all your book
marks for that folder in that window
6. In that window Click on the "New Folder" button at the top
7. Enter a name for your new folder anyname you want Click ok
8. Notice the new folder you created does not show up in that window
9. Click on New Separator Notice the separator does not showup
10. Close that window
11. Click on the drop down "Bookmarks" Click on "Manage Book Marks"
12. Scroll down to the bottom of the "Manage Book Marks" Window
13. You should see a separator the one you just created and the folder you just
created as well.
