Also bug #97499 and bug #83129 should be done, involving template changes.

myk: Please change the link in red in the header, which currently states: "... 
file a new bug report ...", and links to enter_bug for the bugzilla product.

Either add text to clarify that this is only for bugzilla, or just link to the
main enter_bug page, without preselecting a product - the sorts of people who
are likely to be finding regressions will probably know how to choose the
correct product anyway.

People have been filing scores of bugs on the Bugzilla product since the
upgrade, and this is the only reason I can think of why they'd be doing so.

index.cgi has been enabled on the b.m.o staging installation and will thus be on
b.m.o shortly.  The original issues this bug raised have been resolved, and this
bug has too many different issues to be useful, so I'm resolving it.  File
separate bugs for each issue that still hasn't been resolved (and for which a
bug hasn't already been filed).
