Cleaning up the dependency tree. Regressions should block this meta-bug, not depend on it, since it is the regressions that are preventing me from resolving this bug fixed (thus claiming that all regressions have been taken care of).

Bugzilla has been slow since the upgrade. Would that count as a regression, or is it due to something else?
See bug 75488 comment 5 and comment 6, which include timings. I think this is a bmo thing after all. As a summary, quips.cgi takes 31 seconds to start sending data, and it doesn't make any db calls at all. Something is very very wrong here...
