Confirming bug, 2002-06-21-04 (trunk) on Windows 98 SE.
IE6, Opera6, Nav4.x, Nav3.04 all displays the images on the same line.

Since the 2nd column has a <td width=100%>, it forces the 1st column to its min 
value. Before we can change the algorithm, we need a lot of test cases and need 
to understand what the new algorithm should be.

shows that the image mes hack is only activated for cells with an unconstrained
cell size. I still remember the nightmare with bug 97619 I suggest wontfix.
