location bar border/outline breaks up when any other window is moved across it

When slowly dragging another (any) window across the location bar, the black
border outline gets hashed/broken up. It appears that some type of refresh
isn't working correctly as the bar is uncovered.

On the mail window - the "clear" and "view" buttons' outlines can be broken up
too. All of the buttons in the "search messages" window can be broken up too.

Reproducible: Always

Steps to Reproduce:
1. Move any window over another, slowly or erratically and view button outlines
2.

A snapshot of the broken border outline from the location bar is attached.
Does this also happen with the default themes?
Upon more testing - the Classic theme doesn't have this as every button/box
seems to be recessed (not affected). The Modern theme has the problem - jpg
attached.
What kind of graphics card do you have there?

Just tested the current 1.3 branch for Win with all three themes I have - all work
just fine (i.e. no hashing of the button outlines).

Linux tests are next (today's 1.4 and the current 1.3)
