On the top level "Mozilla News" page for each news server, the text "Subscribe
to newsgroups" should be changed to something more descriptive of the actual use
of the dialog it creates. I suggest "Manage newsgroup subscriptions".

Reproducible: Always

Steps to Reproduce:
1. Click on the top-level icon representing an NNTP account in the accounts pane.
2. The main pane now has a link to "Subscribe to newsgroups"

Actual Results:  
The text doesn't describe the actions of the dialog

Expected Results:  
Describe the actual use of the dialog (ie: "Manage newsgroup subscriptions")

Agreed, taking.

I implemented the change to the Filter text to have it say 'Manage message
filters', instead of the then 'Create message filters'.

Patch coming right up.
