57081 - PSM-Mac 9.0 OS only- Encrypt dialog blank, hangs system

Using branch builds 2000-101608 on mac w/9.0 OS, the Encyrpt dialog doesn't
display and hangs the system.  This was tested, when testing Password Manager in
 mail.  Mac's with 8.6 OS are working OK.

1. Create a New profile
2. Launch mail and create a mail account
3. Get Msgs giving password and checking the box for Saving password.
4. Select Tasks|Privacy and Security|Password Manager|Encrypt Sensitive
Information.
Result:  A blank window comes
Expected: The window comes up to enter your PSM key and chose the frequency.

5. Try to close the window or use the app, you can't. Have to Force Quit and
sometimes that doesn't work.

In our mail group we tested this with 2000-10-16 Branch build:
(4) Mac OS 9.0.X  systems,  all fail all the time to bring up the Encrypt dialog.
(2) Mac OS 8.6.x  systems,  Encrypt dialog opens every time.
May be dup of bugscape 2362
Win and Linux platforms all OK too.

I don't know when this got fixed and verified, but I see the same problem on
linux and windows. I opened bug 58417 to track this.
