2001020208MTrunk.I am not sure if it is related to fix for bug 22090. Mail/News. open a message and hit reply. or just compose a new message. Your preference is to send the message in HTML. Send. Result:your message is base64 encoded garbage. This is a blocker.
Sorry, this is not Internationalization. Trying Mail Back End since, bug 22090 belong there. Also nominating for mozilla 0.8.

In addition to the symptom above, Mail/News does not even ask if I want to send in HTML format or not, despite it is checked to do so in Preference. Therefore, Mail/News is skipping some step when it starts to encode the message.
