Reopening, as bug 68054 has been closed, but I still see this bug in build 20010207 win32 talkback. Changing Summary to clarify. Just realize that bug 68054 was a wrong dup. It was about Mail and News message search, not the sidebar search component, which this bug is.
FWIW, I have the same problem in Build 2001020904 (Win32) This worked for me in 0.7, (I was experimenting with some plugins from the Sherlock project at MozDev.org and then I downloaded the 2/9/2001 build to see if the most annoying sidebar bug was fixed (it was,) but then I found this was broken. The poster is correct that this is NOT a duplicate of 68054, and it is not fixed.
I was able to reproduce this bug by doing the following: 1. Open the sidebar and select the search panel. 2. From the search menu, set the search sidebar to advanced. 3. In the drop-down (initially set to "web"), select "mozilla". 4. Restart Mozilla. Result: drop-down takes up less horizontal space (enough to hold "mozilla") 5. Click on the drop-down again. Result: first click focuses the drop-down but doesn't make it drop down, second click depresses down-arrow (but still doesn't display the other options) and unfocuses the control. I haven't figured out how to make it un-stuck, so I only tried this once. Some of the steps I listed may be unnecessary for reproducing this bug.

Changing Severity to major. I don't think testing won't be possible (not a blocker), since the plugins get installed in the web category by default. Adding keyword regression since this worked with 0.7

this is fixed in build 2001022020 on win95 and linux (tested by Boris Zbarsky and I). Can anyone confirm?
