As for Bug 1413133, I can confirm using these STR that it still happens along with a couple additional observation. In my case, I do not have to fully shut down the machine. I simply had to close TB using the [X] up at the top left or a File > Exit action while TB is in a snapped-left state. Oddly, It will eventually stop work using Window+Left arrow key and only allow me to use Window+Right arrow key. The exact opposite of what I observed above. Something is wonky here.
