Show consent pairing dialog for confirmation.
We need to have a pairing confirmation dialog for UX spec. It only prompt the user to confirm incoming pairing request confirmation.
OS: Linux → Gonk (Firefox OS)
Hardware: x86_64 → ARM

Local IO capabilities are DisplayYesNo and remote IO capabiltiies are DisplayOnly or NoInputNoOutput 2. Call PairingConsent callback for "incoming" requests.
